近日，越南胡志明海关宣布更新一项进口新规，打算出口、转口该国的外贸、货代们注意看过来了！
自2020年1月1日（到港日）开始，所有出口、转口到胡志明的货物提单要求：无论主单分单，务必要显示最少前四位海关编码HSCODE ,如果不按照规则显示提单，货物将不被允许卸船！
据核实，当地海关2019年12月04日发布了8298/KVI-DGSKS通知，规定此项提单新规，并已经生效。
新规要点
1. 适用货物
适用于进口、转口、转运胡志明市的非废料商品(*)。
2. 生效时间
2020年1月1日（到港日）
3. 海关编码（HS CODE）
提单中必须显示前四位海关编码（hs -4digit code）。如果是多种货物，所有货物的hs -4digit code也需要在货物描述中明确列出。违者将无法卸船，由此产生的费用将由发货人承担。
目前船公司马士基已发出通知，原文如下：

First of all, Sealand – A Maersk Company would like to thank you for your ongoing and valuable support. To comply with Notice 8298/KVI-DGSKS issued on Dec 04 2019 by Regional Customs Department 1, HS-4digits is requested to update for shipments imported to/via Ho Chi Minh city as bellow details:
1.Apply to:
Non-scrap commodities(*)shipments imported into,transit and transshipped via Ho Chi Minh city.
2.Time:ETA Ho Chi Minh city from Jan 01,2020 onward
3.Request details:
HS-4digits code must be declared in Bill of Lading. In case of multiple commodities, HS-4digits code of all the commodities needs to be listed clearly in the cargo description field as well.
4.Non-Compliance Case:
Shipping Instruction will be rejected and a Retain On Board request will be applied for all non-compliance cases. All charge will be debited on shipper's accounts.
